Community Advisory Group
In addition to the five formal partners that co-govern the Whaka-Ora Healthy Harbour programme, there is also a community advisory group (CAG) with 14 local members representing various community and interest groups.
The core function of the group is to set the direction for community involvement to achieve the actions set out in the Whaka-Ora Healthy Harbour plan.
The CAG is a key mechanism through which Whaka-Ora Healthy Harbour draws upon the practical insight, lived experience, and local leadership of the Whakaraupō community.
Each member has been selected for their direct connection to the harbour’s landscapes, catchments, and delivery systems. They provide real-world advice on implementation feasibility and community expectations.
CAG members:
- Vacant – Whaka-Ora Healthy Harbour Programme Manager and Chair of the CAG
- Ian McLennan – Chair of the Ōtamahua/Quail Island Ecological Restoration Trust
- Heba Mashhour – Resident of Charteris Bay and Funding and Community Engagement Manager at Living Springs Trust
- Gina Waibl – Chair of the former Banks Peninsula Water Zone Committee and resident of the Teddington catchment
- Sarah Anderson – Kaituitui — Te Ahu Pātiki Charitable Trust
- Joseph Tyro – Ngāti Wheke representative – long-time resident of Whakaraupō, currently living in Pegasus
- Ian Luxford – Head ranger of Orton Bradley Park, lives on site in Te Wharau
- Graeme Fraser – Chair of Diamond Harbour Community Association
- Katie Dunlop – Whaka-Ora Pest Project Coordinator, working for Conservation Volunteers New Zealand – long-time (former) resident of Lyttelton
- Darren Gravley – Associate Professor in the School of Earth and Environmental Science at the University of Canterbury, Director of Frontiers Abroad Aotearoa Ltd., and resident of Cass Bay
- Cathy Lum-Webb – Banks Peninsula Community Board, Lyttelton representative; long-time Cass Bay resident
- Jenny Healey – Chair of the Cass Bay Residents’ Association and Chair of the Cass Bay Reserve Committee; long-time resident of Cass Bay
- Hamish Fairbairn – Manager at Conservation Volunteers New Zealand (CVNZ), long-time resident of Lyttelton
- Karen Banwell – Former Programme Manager of Whaka-Ora Healthy Harbour (2018 to 2024) and resident of Governors Bay
